Russian-Polish Council on Cooperation between the Kaliningrad Region of the Russian Federation and Regions of the Republic of Poland

In accordance with Article 15 of the Russian-Polish intergovernmental Agreement on cooperation between the Kaliningrad Region of the Russian Federation and the north-east voivodships of the Republic of Poland, both parties appoint their Envoys responsible for the coordination of programs and actions aimed at the development of cooperation between the Kaliningrad Region and Polish north-east voivodships.

The body ensuring the implementation of the stated Agreement is the Russian-Polish Council on cooperation between the Kaliningrad Region of the Russian Federation and regions of the Republic of Poland.

The Council functions as a working body of the Envoys.

The Council is comprised of two national parts – Russian and Polish formed on a parity basis. The Chairpersons of the national parts are the Envoys.

With a view to resolving issues in the agreed spheres of cooperation, the Council establishes committees or Task Forces. At present, the Council consists of 12 committees:

  • on cross-border points;
  • on finances, industry and commerce;
  • on combating crime;
  • on rescuing and protecting the population in case of emergencies;
  • on transport, boat traffic and communication;
  • on the environmental protection and comprehensive use of the Kaliningrad (Vistula) lagoon;
  • on the territorial self-governance;
  • on education, science, sports and tourism;
  • on employment and social policy;
  • on agriculture and processing industry;
  • on the use of the European Union funds;
  • on territorial planning.

The Council conducts its sessions at least once a year alternately in either country. Issues preliminary discussed by the Envoys are considered at the sessions of the Council.

The first session of the Council took place in October 1994 in Svetlogorsk (the subsequent sessions were held in: Goldap – 1995; Kaliningrad – 1996; Gdansk – 1999; Kaliningrad – 2001; Gorz?w Wielkopolski – 2003; Svetlogorsk – 2005; Warsaw – 2007; Kaliningrad – 2008, Olshtyn – 2010, Zelenogradsk – June 2011, Warsaw – May 2012, Yantarny – June 2013).

The Governor of the Kaliningrad Region N.N. Tsukanov was appointed Envoy of the Government of the Russian Federation on the matters of the implementation of the Agreement on cooperation between the Kaliningrad Region of the Russian Federation and the north-east voivodships of the Republic of Poland of May 22, 1992 (Decree of the Government of the Russian Federation of December 22, 2011 No. 2326-р).

The Polish Envoy is the First Deputy Minister for Internal Affairs of the Republic of Poland Mr. Pyotr Stakhanchik.

The next 14th session of the Council is supposed to be conducted on the territory of the Republic of Poland in Goldap on June 9-10, 2014.
